Make build in doc/ happen in parallel over DOCLANGS

This also avoids using ";" in make rules, which doesn't propagate
errors from the first command to the entire line.

* Makefile.in (MAKE_DOC_FOR_DOCLANG): New.
  (MAKE_DOC): delegate to 'MAKE_DOC_FOR_DOCLANG' per language doc build.
