Simplify alloc.c static function decls

* src/alloc.c: Omit unnecessary static function declarations.
Don’t use ‘inline static’ as the C standard says that keyword
order is obsolescent.  Anyway, no need for ‘inline’ as compilers
inline without it well enough.
