Restore & obsolete vc-finish-logentry-hook

Browse source 
* lisp/vc/vc-dispatcher.el (vc-finish-logentry-hook): Declare,
document and mark obsolete.
(vc-finish-logentry): Call vc-finish-logentry-hook again.
