(mail-abbrevs-enable, mail-abbrevs-disable):

Browse source 
Use mail-mode-hook instead of mail-setup-hook.  Otherwise
continuing an interrupted message with C-u C-x m for instence,
winds up in Mail mode without abbrevs.
